"After 20 years, the state turned over the maintenance of Waterplace to the City of Providence and the trouble began."
"Hundreds of Graffiti TagsToday, Waterplace has broken benches and lights and the park is covered with graffiti. The transformative redevelopment of a focal point of the city has turned into another visual eyesore. There is spray paint and marker graffiti almost everywhere — on nearly every banister, wall, and piece of signage. Even the plaque -- a tribute to Warner -- is layered in graffiti. Warner, who was the creative force behind the park, died in 2012."
Erasing graffiti should be a city priority. Much like the broken window policing theory, which works. Mayor Cianci assigned a full time staff of 5 employees, with equipment, to stay ahead of it. It was a government priority. It's clearly not now. Nothing says urban disinvestment like graffiti. The stuff isn't art. That Waterplace Park is allowed to be destroyed is disgusting.
The Covid excuse seems ridiculous to me. You're telling me, of all the functions city employees have been doing all along, that removing graffiti in an outside park cannot be done abiding by safety guidelines?

It's not as if they haven't used that excuse for...I don't know....literally everything?
Ol' Bert had it about right.......a culture of neglect.
