I am currently looking to relocate to Richmond. I am partially blind and am disabled. I am looking for an area of town that is 'safe' and that I could walk. I am looking to purchase a home within .2 mile of grocery store, pharmacy, coffee shop, and maybe day time entertainment - restaurants etc. The area I live in now has lots of little shops. Since I can not drive I need to be able to get to any essentials in any weather. A bonus would be to be within a few minutes from a police and or fire station.

Your best bet in the city would be something in the Cary town area. It has everything you listed including a fire station, the police station is not too far of either.
W.Cary St between S. Nansemond and S.Colonial. There are a fair number of houses/ apartments on the streets running parallel both to the north (Ellwood, Floyd) and south of Cary (Grayland, Parkwood).
