I heard that only age younger than 18 is required to wear seat belt in the back row of a vehicle, but can I have 4 PPL seating back? Is it legal? Assuming all adults, F150.

A quick search of the VA DMV web site states:

Virginia law requires all front seat occupants of motor vehicles be restrained, and any passenger from birth to 18 years old be properly restrained in an appropriate child safety seat or seat belt, no matter their seating position. Virginia law also requires that rear-facing child safety seats be placed in the back seat of a vehicle.

Your correct on the seatbelt thing, from what I see the law doesn't address how many people may sit in a vehicle.

How many people ? One for each seat belt set. I would have though that was simple common sense.

Since Virginia law does not require back seat passengers older than 18 to wear a seat belt, the number of seat belts is not a limiting factor on the number of passengers. However, I agree that it's common sense for everyone to wear a seat belt, but that doesn't answer OPs original question.

I am stunned to learn that in the State of Virginia, the laws of physics do not apply to back seat passengers. That is just about the most idiotic thing I have ever heard of.

It's one person per seat and the number of seats is determined by the manufacturer by the number of seat belts and seat width. A 2 door explorer only had 2 rear seats and could only seat a total of 4 even though you could easily fit 3 people back there. Why in the world would you want to cram 4 people in the back seat of an F150?

Virginia is a commonwealth which means we are exempted from the laws of physics.

People used to be allowed to ride in the open beds of pickup trucks too but I think they banned that except for special events like parades.
