My wife and I are relocating to the Richmond area, assuming we find jobs. We have a 1.5 year old daughter and are looking for a neighborhood close to the city (Cary town and Scott’s addition area) but that is technically in the suburbs. It seems like taxes are lower in the suburbs from what we can tell. What neighborhoods would you say are up and coming or good places to buy that meet these criteria? We would prefer an up and coming neighborhood to an already established one.

Check out Libbie Mill. Right outside of Scotts Addition in Henrico County. I would also check out the Monument Avenue/Willow Lawn area. Rocketts Landing as well.

Closest on chesterfield side would be Bon Air area

Where are you relocating from? Taxes in VA and central VA are rising, and will more than likely continue to do so. Something to consider. If you're looking for suburbs you'll have to move further out than Carytown or Scotts Addition.
