You nailed it--millenials are not running the country over to get to Rochester. Census growth figures bear that out. Rochester pulls from economically depressed regions within NY, such as Elmira, Binghamton, and surrounding areas closer to the city. There is no massive wave of millenials moving in...
Also if retirees leave the % of millennials goes up.
I'm sure this is far from being a reality, but at least shows it's something leaders are looking at.
