I assume that they mean "metropolitan Rochester", as there isn't very much vacant land available within the city limits, that could support a lot of new housing..................except, of course, all of that real estate that was "reclaimed" from the Inner Loop.

^It is for the metro area. I'm assuming that much of the construction is in Ontario County, which has had population growth for a while, particularly in the Victor/Farmington portion of the county.

yes, Ontario C. is growing, but the population is only around 110,000, so I doubt they are carrying the whole metro. Monroe C. has about 750,000 people. There is construction all over the county, and a lot of it is downtown too.
