Seems the good ol EPA wants to if you run a dairy/cattle operation and the cattle emit more than 100 tons o carbon dioxide you could wind up paying the good ol gov up to 175 bucks per head to offset those greenhouse gasses from manure since it’s methane gas.
Now I dunno but if ya dish out 175 per head just how are these EPA gods gonna control it and where’s the money gonna go, big tent over all the cattle to funnel that gas into barrels, hmmm each cow is fitted with a pooper bag, or perhaps these may be part of the new green jobs coming into play soon , let’s see applicants needed for cattle pooper scooper uppers, applicants needed for fart control, qualifications needed: must be able to identify cows from other various forms of wildlife and farm animals.
Now on the positive side I do see an opportunity here, think I’ll develop cattle poop-o-meters or maybe manure monitors, call the operation methane masters or methane advisement managers, heck I bet the gov would even pay me to retrain workers (how to identify a cow properly & proper identification of manure piles) yup maybe finally I’ll be steppin in crap and this time comin out smellin like a rose.

it's not as difficult as you may think though, here are 2 primitive systems.
having said all that i don't think the epa should be delivering another blow to small farms and that is exactly what this is. very 'big brothery' if you ask me
They have to do something to show they are earning their paycheck. They come up with some crappy idea like this, write up some nifty sounding proposal, then spend a year or two goofing off, then write up some bulls***t report, and it looks like they have been productive, and we get to pay for it all. Our government in action.
