Is this an excuse or an explanation? The OP asked why and I gave him an answer. Because it's something that's done in every large city with highly trafficked intersections. His need to ask why is the more surprising.

You understand most people who panhandle do it because at the end of the day they have made a pretty good sum of money. It has nothing to do with the economy. They'll be panhandlers in the best of times and in the worst of times. If that particular intersection or off-ramp isn't bringing in the money, they move on to one that does.

But you already know this. This was an easy enough for you to... ah, forget it.

If you would take time to read, it was Spursrock who said it's the economy. You talk about other cities having panhandlers; here's the difference: In most other cities, you don't find them out on nice, suburban intersections. Lately, they have been at 1604/Bandera, Culebra, Military, Potranco and 151/Potranco. While going to the doctor, I saw one for the first time at Wiseman/151 just last week. So, it is spreading and getting worse.

Amen! I actually watched some kids on a school bus hand money to one at Bandera and 410. The driver should not have allowed it as it was not the safest activity.

The city expanded its panhandling ordinance in late 2011 that prohibited solicitation within 50 feet of ATMs, banks, parking garages, charitable contribution meters, parking meters/pay stations, bus stops, outdoor dining areas and marked crosswalks; however, I don't see as much enforcement of it as I would like. If anything, the situation has gotten worse since the new law was passed.

Much like tagging, it is one of the uglier sides to this city. If those people were truly in need, there are other avenues for help. I strongly doubt the vast majority of them are in the situation they claim to be in...

Don't walk around downtown Austin then, because panhandlers are on almost every street corner.

but the thread isn't about Austin or any other city..I (and most others I would gather) only care about where I live and play.
