Ok, so I'm a bit confused with a few nuances of living on the west coast/San Diego so I figure I start a "What's Up With That" line of questioning to help answer my questions about weird things I see around town that I don't understand. I have only ever seen this with business vehicles/work trucks, never with personal vehicles. If you are going to do cross border business in CA, especially in transportation, I suppose it needs to be legitimate.
