I've never experienced that. I only practice my Spanish in shops that specifically cater to Latinos, but whenever I do, they happily respond back in Spanish.

It depends on the Latinos. If you hear them speaking Spanish among themselves, chances are they were born in Mexico. I drove through an agricultural town in CA and had to stop to ask directions. Everyone was speaking Spanish in the store, so I did, too. No problem. But I wouldn't do that just because someone looks latino. They might not speak Spanish, or not very well. A lot of Hispanic families in NM have been here for 500 years, and came from Spain, not from Mexico. The current generations don't speak Spanish well at all. They learned it in school, not at home.
