We are looking at a rental house a few blocks away from Windansea Beach near La Jolla Blvd. The place does not have parking so we would have to park in the street. We have a new car... should we be worried about theft/break-ins in this area and keep looking for a place with a garage? Thanks!

I wouldn't worry about it, that is a pretty upscale and safe area. I go to Windansea every weekend in summer and I've never had any issue with theft/break-ins.

That's a pretty decent part of town, I don't think you need to worry too much. That's not to say that you'll be safe 100% of the time: there's always that random crime. Be smart: don't leave the doors unlocked, don't leave valuables inside, don't have a high tech sound system etc. You should be OK.
