About 15 years ago my friend who lost his hearing wanted nothing more to build his dream home on land he bought and held for years... city lot in Montclair district in Oakland

To build his home... it took 3 years in design review... it is a regular home but it was a never ending process of changes... design review is a step prior to building.... dictates every aspect of what is visible.

When it was all said and done... he was 5 years into the project and going for final and the city said he had a kitchen in the lower level... this is a downslope home... he said of course... the plans have shown it since day one and in every change... the new planner said to take out the range and dishwasher... sink could stay if he replaced it with a wetbar sink.

My friend said enough is enough... moved in and occupied his home... the city was livid... my friend had brain tumors and said he is going to die in his home... with no final no bank would touch it but my friend didn't need any bank... and told the city to shove it... when pressure mounted he called in a lawyer for the disabled... remember he was deaf... caught the city off guard... see they had no leverage because he used his own money, didn't care what happened after he died and had another tumor... finally they got it resolved... house stayed as built... they did want another fee for extra time which his wife said just to pay it... and that was then.

Building in the Bay Area is full of pitfalls... easy to go bankrupt.

Not to belabor... there was a restaurant near work... the new owners wanted to remodel and took out a permit... their demo guy said it would be easier to start from scratch... so the leveled it one weekend... they had no demo permit... no abatement plan... that was 7 years ago and the million dollar property is worthless.... the only thing that can go back would be the size of a drive through coffee kiosk... the property simply doesn't have the parking needed... and was only grandfathered which went away when the land was scraped... the owner speaks Chinese and has paid the price for circumventing the process... including steep fines...
