As far as the Bay being "rust belt" if it weren't for tourism and the tech industry, I could probably see it. Those manufacturing and military jobs in the Bay have been leaving for decades though, and in many cases have already been gone for decades...it's not really anything new, and we're not at rust belt status now, so i don't really see it happening in the future either, unless there really is a mega high-tech industry collapse combined with some other calamity on top of the recession (like Gavin Newsom running out of hair gel and vodka, and both Stanford and UC Berkeley spontaneously combusting at once, or something).

I don't know about the Bay Area specifically, but this week's Economist observes that California's net domestic migration (number of people moving from California to other states minus those moving to California from other states) peaked in 2006 and has slowed substantially since then. [See attached image. Sorry about the thumbnail; I'm not sure how to inline a full-size image.]

Their explanation is thus:

"Slowing migration has, ironically, helped California, among the most economically battered of states. California’s housing boom coincided with a large increase in out-migration, as expensive housing drove residents to neighbouring states. Those neighbours no longer seem so attractive next to increasingly affordable, entertaining and surf-fringed California. Between 2008 and 2009 fewer than 100,000 Californians left the state, the best performance since 2003."
