What's weird is there are now 3 forums in New Mexico, a state of a little less than 2 million people. The New Jersey forum, another forum in which I post frequently in, has 8.6 million people, and just one forum.
I think the choice is made based on activity at the site. I don't know about New Jersey, but New Mexico is a very active site at City-Data.
