Well, AT&T has been buttering the way to the government's business by accommodating their request to use the ISP's resource to spy on the telecommunication of the public, I guess this additional business given to AT&T is a 2-way "Thank you for your business"?
This product is not just for the government. It is "targeted" for the government AND "law enforcement, financial services institutions and international businesses." I am sure that AT&T, as a private for-profit company, will be more than happy to offer the service to just about any company or agency that is willing to pay for it.
Hate to break it to you but encrypted cell service has been around for years. ATT is just now coming into the game.
