Verizon throttled the Internet speed for a CA firefighter company working the Mendocino fires on a government unlimited plan down so much when it reached a certain usage level it dropped to dial-up speed
They had to purchase a more expensive plan to get out of the throttle
Public safety didnt seem to be the concern that the Vorizon spokeswoman said it was
Since the fire company got no relief wo upgrading their plan and costs
Under Net Neutrality an ISP can most certainly do this as long as the throttling is across the board assuming that is what the plan spelled out. It's only if they were throttling specific sites or services while giving you full access to other sites and services that Net Neutrality comes into play.

I doubt upper management in Verizon would do this on purpose, probably a low level sales tech following the playbook on their screen that should have pushed the request up the chain.

Exactly. Even when there was net neutrality throttling was going on. If anything data caps are increasing.
The fire department signed a contract that stated throttling would occur. Maybe they should read their contract? Plan better?
