I mean that I don't have a battery powered TV, but I do have battery powered radios... and a lot of flashlights, candles, a fireplace and what have you.

OP here....so no one can think of a small, battery powered TV for sale anywhere that would pick up over-the-air broadcasts?

Any of the online electronics stores such as Newegg should have them. Radio Shack likely has them as well.

Portable, battery-powered analog TVs may be able to receive over-the-air programming after February 17, 2009 if they have the inputs necessary to allow them to be connected to a digital-to-analog converter box.

That's really quite simple to answer, the old analog set up I was able to pick up 12 to 15 stations, if it wasn't for my wife I'd have dumped cable in a second as I'm sure others did. The digital crap I might pick up 4 channels if you count a shopping channel.
