I wouldn't say it's common, but does happen every few years and not terribly unusual. This much snow, this often, this late is a rare occurrence, however.

The average high in Sioux Falls is around 60, so it's not terribly common. It would be more common in Brookings or Watertown, which are in the buffalo ridge/coteau des prairies area and often, but not always, 5-15 degrees cooler on any given day than Sioux Falls.
Sioux Falls has about the same average temps as where I used to live in eastern WI, while Brookings is quite a bit cooler, this just being noticed from personal observation. Anytime air climbs up in elevation it will cool. It gets under my skin more than it should, considering there's nothing I can do about it except move. Just stay south of Dell Rapids if you move around here, there really is a notable temperature difference as you start to go north from there.
I have been going there to work for the last 8 years (not this year though), and usually from the middle to 3rd week in March is the snow melt and sloppiness, and April is rainy.
