There's an ATV park for dirtbiking off of Seven Mile Rd. that's part of Riverside Park. There are a couple shooting ranges - the Spokane Rifle Club is an outdoor range and there's an indoor one called Sharp Shooting Indoor Range that's on the NE side of town. Not sure about snowmobiles - I have seen people with them loaded on their trailers, but I don't know where they go. Mt. Spokane might have a snowmobiling area as part of the ski resort...I think a lot of people just know someone who has a lot of land out in the country that they can use for snowmobiling.

Snowmobiling can be done on Mt Spokane, as well as countless national forests in the northern counties. The Seven-Mile ORV park is cool, I broke my Jeep there years ago. If you are in the county and have decent spacing you can shoot in your own yard if you want. My neighbors target shoot all the time and I live 17 miles from town. Land is cheaper as you go further from town, I suggest looking South-west of Spokane or in the north county (Mead-Chattaroy) area.
