That is an average of 9.73 per runner. That’s flying. Is this wind aided?

When running the 4 x 100 relay it may be wind aided for half the race, but the other half of the race, the wind would be a hindrance. If it's not a straight running/jumping event like the high hurdles and 100 meter dash OR the long jump/triple jump I don't believe wind is taken into account.

As an old discus thrower I can tell you wind location and speed is everything. Yet, for that field event I don't believe that, even at the international level, it is taken into consideration when it comes to records.

I was wondering too which events are limited by wind. I was only aware of the obvious ones like 100 m. Googled it and came upon an ncaa.com entry. Wind is only factored into record setting times for events 200 m and shorter. For field events, it's only long jump and triple jump.
