Titling a car, former owner never registered title (St. Louis, Republic: sales, 2015)

We are about to get a car which the present owner never bothered to submit for a title change. He purchased it, I think out of state but I'm not positive, to use as a parts car (he didn't wind up taking off any parts) and he never bothered to register the title. It has been a couple of years and he is now gifting it to us. It needs a fair amount of work before we can put it on the road.

Is there any way around paying the $200 late fee to register the title?

Also, does Missouri require any sales tax on a vehicle that is gifted?

I assume you post on MOcarry. Saw your post about this over there. I used to post there. I was "Republican Voter" on that forum. I still read it though.

I moved down to FL in 2015. One thing I dislike here in Florida is our gun laws are inferior to Missouri! Up in MO you got permit less concealed carry, open carry, and no 3 day wait period on handgun purchases. Also St. Louis has tons more better ranges than down here.
The Brady foundation came out with their rankings. Only Mississippi ranks better than Missouri for lack of gun laws! MO is at the bottom now. Florida continues to fall behind. We are like 26th now.

This isn't fair! Why can't I have the pro gun laws in FL that Mo has! We can't even get licensed open carry passed down here. I've talked to lobbyist here in FL and there is NO change of passing constitutional carry here.

Can you tell them I said hi? Tell them I miss Missouri and want their gun laws down here!

I'm not an expert but I see a fair amount of Missouri vehicle title issues in my work. Based on what I've seen, I don't think I'd buy a car from someone who "never bothered to submit for a title change," even if it's a gift, unless the only parts you'd be using off the car aren't major components like engine, transmission, front clip (I think, don't have my Missouri Titling Manual here at home). The first requirement for conveyance of a vehicle is an assigned certificate of title.

If he had a title and wanted to convey it to you as a gift, this page has good info on how to do it. You might want to thrash around Revenue's vehicle titling site generally and see if thay've got a suggestion on how to cure the no-title problem.

I wouldn't trust information you get from your local license office. They've all been privatized (except for the one in the Truman Building in Jeff) and are notorious for making up the law.

One thing I do know is there is no sales tax charged on a "gifted" car.

Will the car pass inspection? You probably need to find a "salvage" category of some sort to get around that.
