I note your article says nothing about how manufacturers demonstrate that herbal supplements actually do anything useful. It does not matter if they are safe if they do not do what the label claims.
Why is the author afraid of collecting reports of adverse effects of supplements, from the military or otherwise?
Why is he afraid of testing supplements for purity?
Why is he afraid of including information on supplement use in health records - something conscientious doctors do anyway?
I can only conclude he is afraid that more adverse effects will actually be documented and it will become even more obvious that most supplements are worthless.

If they are unsafe, they should be investigated and brought to the courts JUST LIKE ALWAYS. IF they don't contain what they advertise then they should be brought to the courts JUST LIKE ALWAYS. We don't need regulations for laws that already apply for this.
Supplements already have enough regulations.
Let's compare it to drug companies for a moment:

Fruits and vegetables are grown in nature. Supplements are man made, most with minimal FDA over-site, and a few studies that have tested supplements have shown many products don't contain the ingredients as advertised. That alone makes me eschew any OTC supplements except the one prescribed by my doctor.
All medications, prescribed or OTC, have side effects....all of them.
Not really. Many are grown hydroponically and many are fed minimal nutrients. Only nutrients needed to make them grow faster and/or bigger are supplied. It's all about production costs and turnover. I'm not sure just how this affects the quality of our veggies. I do know that tomatoes grown in good soil taste a lot better than the hydroponically grown ones.
How would your doctor know which supplements are what they claim? Where can we find this same information?
With the dubious and often misleading and fraudulent advertising that accompanies most of these supplements is it any wonder they are constantly being called to task for having none of the claimed benefits or ingredients in their products.
Also here in Canada we have a consumer watch show called "Market Place" they have done several shows on the bogus nature of supplements, heres one such=
How many supplement ads are on our tvs? None, maybe calcium now and then but our pharma controls tv ads with their EXPENSIVE often damaging drugs.
Supplements have been under attack for decades...pharma would love to not compete with them and those working to heal themselves and not their bandaids. I personally have had enough damage from their drugs and then there are members of my family...yikes...
Foods for all healing would be great but they just don't do it all. And then there are the pesticides and antiobiotics etc. in foods....unless one can USE all organics.
