Check all the settings, since it's possible that your iPad is set to receive messages when it's asleep. However, you can leave your iPad on if you like; Just turn Airplane Mode on. When you do that, Wi-Fi, Bluetooth, etc., are turned off. When you want to use the iPad again, remember to turn Airplane off.
I now have to resort to turning off the Wi-Fi before powering down, and then the iPad stays off. And to assure it won't wake up I also turn off our hot spot creating device.
Is this normal with the iPad or is there some setting somewhere I need to change for the darn thing to stay off?
I've never left wifi on all night to know if this is normal. You could try going into Settings > Do Not Disturb. Then enter the times you don't want any notifications & see if this will allow the iPad to stay off all night.
