Hik is right, it would help if we had a little more info. There are lots of towns that might fit your description as it is.
A good deal of east TN is in or surrounded by mountains, and there are around a dozen or so small towns just in the tri-cities area alone. Throw in the areas around Chattanooga and Knoxville and you've got a lot of little towns to pick from.

What do you consider 'smaller'? Under 10k, 20K- 50K, anything under 100K is small? Different people have different definitions, it would help if we knew yours.
Same thing with 'country', how far out there do you want to be? Some of the smaller cities can be quite a way off the beaten path, and some of them are close to the larger cities but still have a country feel to the area.

How far do you want to be from a larger city and what sort of things do you want available? Are you good with a Walmart and a couple of mom and pop places to shop for most of your needs, or do you want to be within 20 minutes of shopping centers and malls, restaurants, etc? Is medical care a concern? Will you need to look for a job, or need to commute to work?

I mean I could suggest Roan Mountain or Jonesborough, both fit your description, but they are very different from each other and not knowing more about what you are looking for I really wouldn't know whether either one would be any kind of a good fit for you...

Most of the towns in E TN aren't surrounded by mountains - they are in the valleys and may have mountains for a backdrop.

The exceptions are Mountain city, Tellico Plains, maybe Irwin.

And Gatlinburg - but unless you thrive on the tourist vibe it is not reccomended.
