There are two reasons why Hawk was elected:

1) Watkins is facing indictment for a laundry list of corruption charges.

2) Hawk courted independents and Democrats, not Republicans.

This is what I don't understand about the shallow interpretations of the word liberal in a state like Texas. It doesn't really mean anything when the State is largely conservative and constrains cities from really being liberal in the sense of the word.

[mod cut]I am talking about what the city does with it's money to fund social programs. I think the extent to which Harris County Health District covers a lot of people in Houston is significant. It has three public hospitals and a large number of community based clinics, tax payer funded. I think Austin's main private hospital while county managed is still privately run by Seton, a Catholic organization. I haven't fully done my research on this, but from the little I do know, I am sure Houston offers more in terms of affordable housing options and aid than Austin does. I know the healthcare coverage from Harris is way more extensive than most other counties.

From an economic standpoint, which city in Texas offers more to it's citizens in terms of public projects, health care and aid? That's how you'll find which city is truly progressive and liberal
