Can't speak for other cities by in Austin girls, guys and most people (not everybody of course but most people) dress down. Shorts, t-shirts, flip flops, no makeup or light makeup, hair pulled back. Bounce from the lake to a crawfish boil to the Perry Casteneda Library to a restaurant and bar to a live music venu to the clubs on Sixth Street - all in the same casual clothes.

Houston in general is just more traditional when it comes to events and social attire. It's very corporate so most of the social nightlife caters to young urban professionals. The whole casual hipster scene is very small in houston from what I remember and all the best places required nice clothes, no tennis shoes. The city's nightlife reminds me of a cross between Vegas and NYC. Less so LA, Austin or even most of the west coast which is far more laid back.

This girl is standing in a horse trailer, about to engage in some activity involving a horse. And if you don't think girls dress like this in nearly every other state, then you are mistaken. Florida, California, Arizona, even New York all have strong horse cultures. If you are comparing this girl to some chick in Los Angeles about to go to Santa Monica pier, well you need to move your California comparison farther east.

If I understand what you saying people in Austin dress more casual than people in Houston.

Austin probably bigger for hippies, hipsters, urban types, alternative lifestyle and liberals than people in Houston.
