if you look at dallas weather averages on google, you get an average high of 59 degrees in January, and for Houston, that number is 60. To me, there's no way Houston averages just one degree warmer than Dallas in January. I have spent a lot of time in both cities, and Dallas definitely gets more colder than Houston does. To me, Houston is at least 3-5 degrees warmer in the winter months than Dallas.

Houston is warmer in January by 6 degrees than Dallas for high temperatures. The Dallas average January high is 57 and 63 for Houston. I got this from Wikipedia.

Different sets of data, different opinions. The data will always be approximations.

NOAA has Houston in January at 62.5 degrees (average high) based on data from 1981 to 2010.

They have Dallas at 56.4 or 56.8, depending on what airport you use (DFW or Love).

Not sure where Google gets its data (I assume you mean you just 'Google searched' for it), but is possible they are using a different data set.
