It seems the neighbors are having a problem with the signs, not the landlord. The landlord is caught in the middle.

I do not think there is intent on restricting free speech. Only that the landlord does not like 10 signs for it. Question is can one legally restrict the number of signs (not their nature) to one or two?

I was mistaken ... I thought I read earlier that the neighbors were calling the landlord about the signs.

You were not mistaken. Initially, the calls were about th signs and the thought was that it was because of their political nature. Turns out, of the calls the landlord got, one as from a known Rep and one from a known Dem. It was the sheer number of signs that was a problem. Landlord does not want to risk a lawsuit now since there are no prohiitions in the contract. He wants to restict the number of signs to 2 - regardless of the politics. He is not sure if it is legal. I think it should be since landlords can have "no pets", "no smoking" and other clauses in a contract as it is private property. BUT, we needed someone who has had this experience before or a legal eagle to confirm this.

I believe Lakewooder was just presenting a different scenario, a hypothetical variation as an aside to the OP.
