Excluding personal issues that come up unexpectedly like sickness, death in the family, change in work schedule, unexpected personal expense unrelated to the trip, job loss, car dies, etc, what would it take for you to change your already made plans regarding a travel destination within 4 weeks of leaving home? Have you ever done it?
Examples of possible reasons:
impending bad weather
terrorist attack(s) at destination or in the air
crime incidents/violence at destination
soaring vehicle fuel costs (driving trip)
sudden unhealthy condition at destination (disease/sickness outbreak, environmental accident, chemical accident, sharks/jellyfish in the water, etc.)
rash of plane crashes
civil unrest (outside of US)
dubious reports about cruise ship/hotel/tour/event
other
Actually, most of the things you enumerated would probably encourage me to go there, rather than dissuade me. Such events or incidents very rarely have any direct effect on travelers, but can significantly cut down crowds, as a lot of other people will be changing their plans.

None of those. Travel warnings are my friend. It means huge discounts and having the entire hotel to myself. We recently experienced this in Mexico, it was pure bliss!
Best relaxing vacation I ever took was during the 'swine flu' paranoia. My resort was at 20% capacity. We had a dozen empty beach chairs between couples. Flew threw customs and had about 30 people on our plane which, held well over 100.
I fly to Mexico every May and I hope swine flu pops up again.
Apart from War I can't think of anything that would deter me. Well obviously if the place I was going to had been levelled by a Tsunami or other natural disaster there would be no point in going but generally speaking I am not deterred easily.
I think Natural Disaster would be enough to make me change my plans to at least a different city unless I had a HUGE reason for being there. I wouldn't travel to a country at war either. If I had a death threat or a price tag on my head I think I might stay out too
I would not go to a country, or at least to a locality, if there had been a natural disaster. I wouldn't want to use up the limited amount of food, water, transport, etc, which so many people are needing to get along without. Unless I thought I could actually contribute something useful with my presence. My concern would be for the people who need those amenities, not because of my own concern for my own safety or ability to enjoy the visit.
Wouldn't anybody who didn't mind what was going on, still be a little concerned with your ability to return home on time? You know, even if the situation didn't impact your vacation, it might impact the airlines being able to come in and out of the country you are visiting...ooh, I just thought of another one --- a pending airline strike.
