Below seat or overhead?

For overhead start by consulting the carry-on limits for the airline you will be using. They very considerably.

I agree with rational1. I don't know what your home country is, but remember US carriers tend to me more generous with carry-on bag size than others (like most European carriers have smaller allowable dimensions, for instance, that they actually enforce unlike US carriers).

Remember, it's not just the size that matters. Some airlines actually enforce weight restrictions on carry-on luggage.

The Patagonia Black Hole 35L is a travel pack. You can carry it on your back, but it's not for long distance trekking at all. What i like about it is that is a carry on, it holds a lot of stuff, esp. if you roll your clothes, and it's water tight. It also looks good.
