I'm heading to Atlanta in a few weeks and I need to rent a car.

Is there any reputable car company that doesn't charge an outrageous fee for underage drivers? Looking to rent a intermediate SUV (Rav4 or similar)

I work for PetSmart... if I say I'm going on a business trip, might they waive off that fee?

I think Enterprise charges $18/day extra if you're 21-24. I'm not sure whether that's outrageous to you ... but if it's a business trip, the company is paying, correct?

Do not lie and say it is a business trip. If you do, and something does happen to the car, the rental company may report the damage to your employer, which would reveal the lie/manipulation and could cost you your job.

It looks like Hertz might have the lowest fee at $15/day. You can probably still get a reasonable daily rate with that fee included, especially if you can pick up the car from an office that isn't at an airport.

Are you also currently in school or currently affiliated with a university/college? If so, check to see if your university/college have an agreement with a rental company. The university where I attended law school has an agreement with Enterprise whereby underage drivers are not charged the sometimes outrageous fee.

Keep checking with hertz as you get closer to your trip, they occasionally have a deal where they will waive the under 25 fee
