Aruba is super family friendly. Locals are great and very welcoming; it's safe to explore the entire island by car, and the beaches are gorgeous. There are some all inclusives but it's not the majority of hotels. Aruba is fantastic. I don't love the Caribbean generally but had an amazing time in Aruba with my wife and 18 month old daughter a couple of months ago.

Oldest will be almost 4.5 at time of trip and swims ok. Youngest will be almost 2 and still in diapers, swims with support.

Beaches resort in Turks and Caicos has a Sesame Street theme with lots of activities to do for the entire family. Should be perfect for their ages.
