If you read this moronic and simplistic puff piece, you will see that it has nothing whatsoever to do with the friendliness of the people who live there. It is based on the willingness of the "hospitality industry" (my favorite oxymoron) to develop and manage tourism-appropriate infrastructure.
It is based on how easy it is to book reservations in 5-star hotels and how long they are left on hold when they make tourism-related inquiries. The editors never even went to the countries to see how often one would get invited into the homes of the people they meet there, or whether anyone would stop and help them when their rental car gets stuck on a muddy road, or whether passengers would share their food with them on a bus.
Mongolia really?! I remember this MTV show called Exile and they sent these spoiled teens to third world countries. They sent this black girl to Mongolia and they were so nice and hospitable to her. I'm very surprised to hear they are on the most unfriendliest list.
