I went to London with little kids, so I decided to stay close where the airport train would drop me (Victoria Station, in my case), because hauling kids and luggage it is not nice.

Yes, they are legal.
My son rents his flat in Soho when he's away. 1bed/1bath, 5th floor walk-up

Try Premier Inn, the the Ibis Styles chain of hotels. I stayed at the Premier Inn Aldgate on my last trip. Loved the location, but I am more into the east end these days.

I also go really good deals with Name your own Price on Priceline for London before. But I wouldn't recommend it if you don't know the areas of London well.

Really? I just looked at prices for the last week in June (for 4 nights) and got a quote for $1,179 in total (including taxes and fees). Still, definitely more than what I paid for my January 2015 trip!

FYI, the prices for January 2019 for 5 nights was $850, which is more in line with what I paid.

Over Christmas we stayed in Bayswater area at Troy Hotel - Very reasonable at 80 pounds per night. It's a simple but locatin is excellent near Hyde Park and Queensway Street.

Last time I was in London I stayed at the Park Plaza London Waterloo. Perfectly fine and I would stay there again without hesitation. It's clean, good responsive staff, excellent dining downstairs, and cheaper than the alternatives just across the river. Very convenient location. The surrounding neigbhorhood is adequate, when I first arrived it looked a little gritty but turned out to be perfectly ok. Can walk to Big Ben literally in about five minutes.

I can heartily recommend the Melia White House (not to be confused with the much-smaller White House Hotel). Rates start at $170, and this large, well-maintained hotel features very nice, modern accommodations and a lot of amenities. It is a safe, easy walk from there to Oxford Street, Regent's Park, Euston Station, The British Museum, Madam Tussaud's, and The Wallace Collection.

IIRC, they also give you a rebate on the daily rate that can be used in the on-site restaurants. However, I would recommend going elsewhere--except for breakfast.
