If the people are using their phones while charging, that explains why. Whatever the max amperage of the charging port, be it a standard 1 amp Apple charger, or charging from a 2.4 amp "Fast Charge" device, current draw from the screen and cellular communications are what's called operational overhead. This is subtracted from the charging current and never reaches the battery. Now, if you have a real power hog, such as a phone with an OLED screen (iPhone X users) and are using the standard charger, the phone will basically not charge, even continue losing some battery % while plugged in if the power draw is enough.

I have experienced this with many phone models and is a very real phenomenon.

I once had a radio with a hand-crank power generator. Maybe that is an idea whose time has come (back).

With a hand-crank magneto, would it be possible with reasonable effort to generate enough charge to operate a tablet or phone?

Mean while, walk down the concourse through all the departure gears, many of which are not in use at the moment, and look for wall outlets in an empty gate area.

Don't say stupid things like "no drain at all" when there was a drain. You lost potentially up to 1 hour of use. Maybe not a big deal for you but could matter to someone else.

In any case, I rarely go anywhere without a charged power supply. I don't use it all that much but it's nice to not have to worry about running out of power on a plane, or to have to skulk around the airport looking for a place to plug in.

Portable power station. I charge my iPad and I phone 3-4x before I need a charge on the power station.
