I gave up tap water ages ago, due to living with wells. No one drinks it here---well, I mean no expats. We have it delivered in 5-gallon plastic jugs from who knows where. Probably the tap, LOL. It's funny too, that the habit is to throw a dollar coin in the jug, then set it out in the sun to wait for the vendor. Now that's sanitary!
Also, no free coffee or soft-drink refills. Same in Italy. Seems that is a U.S. phenomena. Same with ice-filled drinks. You might get a couple cubes, in other places.
How about no T.P. down the toilet? That's common here. Ick.
Your husband might have gotten sick from something else, food poisoning can be 6 hours or 3 days from when something was ingested so hard to pin down. Very few hotels/restaurants in big cities or touristy areas of Mexico use tap water ice like in the 1980s, they buy bags of ice made from purified water and you'll see trucks that deliver it unloading all the time.
Mexico has come a long way with food safety, they get it. Salads, juices, etc. in restaurants is generally fine, there are even chain salad joints where you build your own salad for about 60 pesos. Not saying you can't get food illness in Mexico, just saying it's not a big risk there and far better than many other countries in Latin America.
It was in 1992 or 1993, it’s been a while. But I’m sure it was the ice. My daughter was in Mexico recently for a wedding, everybody in the party got sick of novo virus, it turns out in Mexico, they don’t flush paper down the toilet, but they put it on the side basket. So I don’t think it’s sanitized as much as you claim it is.
I never claimed any specific level of sanitization, just pointed out the truth that Mexico has come a really long way, they mostly use ice made of purified water, and there are lots of places where one can get a salad without worrying you'll be sitting on the toilet all night.

I usually eat a bologna sandwich with white bread and Oscar Mayer bologna. Next day corned beef hash for breakfast, none of that home-made stuff we're talking Alpo-style from the can Libbys or Hormel.
Speaking of the no-flush toilet paper thing, that is where Asia has a huge advantage over Latin America or Africa. You've got the bum-gun, which seems weird at first but once you've mastered it is way better anyway. Only issue I've had is sometimes the water pressure is too high, but then usually just turning on the sink water gets you to where you want to be. Living in Asia long enough you also get used to the barrel of water with plastic scoop, which isn't as nearly as good as the sprayer but works too. Africa and Indian subcontinent are also big on the water and scoop dealie.

I said Mexico has come a long way, one usually doesn't have to fear ice cubes, and there are safe to eat salad places. All true.
On the salad front, I think it's great because as good as Mexican food is it can be kind of heavy day after day. There are a few chain places that have popped up serving great fresh salads, you pick the size and what you want in it anything from pasta to olives to celery whatever. Only runs 60 pesos too, about $3.
They take the toilet paper thing seriously. This was a sign on the bathroom door of our guest house, we've seen more than a few like it:

Big portion of the world use bidets or equivalent. Toilet paper is yuck! I never understood why every cleaning here is done with water, except the worst - which is smeared all over with dry paper...

I suppose if you're on a "schedule" and can time your elimination duties closely enough in the morning you can just shower afterwards and you're set for the day! You know, if you're THAT regular and you're Westernized enough to shower every single day.
Lack of toilet paper is super annoying. You can't find it even in Shanghai. Last month I found myself walking on the street, desperately needing to use the bathroom. Went into the nearest shop which happened to be an upscale coffee shop. Did they have a bathroom? No. They pointed me upstairs to the second floor of the building. Did the bathroom have toilet paper? Of course not.
