My tenant has given me 30 day notice to move, June 30th is her last day, she said that she's shutting off utilities 15 days before because she's moving to her new place and will not be in my rental and feels she doesn't have to pay for an empty home. Can she do that? can I turn on utilities and deduct the prorated amount from her deposit at move out?

A lease will normally dictate that a tenant is responsible for utilities throughout the duration of the lease and must keep them on for that duration. If she's not on a lease or it's not in the lease, as far as I know, she can do that. It's just an extra 15 days of you paying it. If you expect to rent it out again pretty soon, it would be worth it to pick it up to avoid the reconnection fees.

If the home is empty, why would there be utility fees?

Electricity for the A/C? Refrigerator? HW heater? Or, it could be gas that's on. Those may still be on even if the house is empty.

The utilities were on and in the landlords name when we moved in, the last time we rented a home. We were given three or four days to transfer everything to our name, as I recall....Upon move out, we left the utilities on and still in our name, giving the landlord the same three or four days to change everything back in to his name......Worked out OK...
