I've had this idea in my head for a while and thought I might at least like to do some research on it. What steps would a person need to take if she wanted to create her own educational reality show and pitch it to popular networks? Do you think it would be worth getting into videography and shooting even if it never became a big hit?

I don't know a lot about professional videography; I've never taken any classes, and all I might know right now is how to make a semi-decent home movie.
Although I think I have a great idea, I haven't really put a lot of thought into how to make this idea into something I can actually work with.
What should I do if I want to start filming a quality reality show on a budget?
Contact your local cable station and discuss the idea with them. They may want you to prove yourself (and get educated on their equipment/ways of doing things) by working on some show that already exists. So you might help televise a local ball game, concerts in the park, etc. My old toastmasters group used to sponsor a show featuring people giving funny speeches and also had a sort of a game show bit.
Once you've done this show for a few months, you'll be in a much better position to pitch the show you have in mind.
