No, it is the Vultures. They showed the guy who rounded up the walkers into the box truck via his bicycling around them making a new sign "12" and putting it on the side of said box truck. What the numbers mean, I have no idea.
I think the number represents how many walkers are in the truck. If the Vultures just hang around to take from other groups, there won't be much left. All the ammo will have been expended and all food eaten. What is left to take????
While scouting the area it was mentioned that the stores had been "picked clean". I wonder where all the stuff is taken to? Are they trading with the "trash people"??

Oh I wouldn't mind seeing the little girl Charlie dead at this point, like it are not she's evil.
In the opening scene when Madison was questioning her i knew she was a spy of some sort.
Just as Walking Dead. Some bully group acting as a theat. They will spend the whole season fighting them, killing some walkers in the meantime.

Thats the way I feel at this point too, NO ONE has even mentioned the larger picture, or talked more about how this is in everyone, how we ALL come back as walkers when we die, they made it a HUGE point in WD when they were at the CDC and never went anywhere with it since then?!!
Id like to see something new or HUGE happen, like someone doesnt turn when bitten, or better yet, a walker does not die with a head shot, maybe they evolve and cannot be so easily killed anymore.
Id at least like to see some reference to the larger picture, like what all this means, was it God, end of days kind of thing, maybe they start seeing other strange things happen, strange signs in the skies, or with the environment/ nature, maybe it was all a big experiment done by aliens, etc etc!!

Walking Dead Season 1 was a classic. IMO, the highlight was the visit to the CDC.
They need to maybe go overseas. What is happening in Europe, Australia, South America, etc? Is it worse?
The walkers will need to evolve otherwise after a while they will be nothing but bones and too easy to kill.

yanno, I remember one of the last series of TWD, Negan was standing there talking with someone, remember the walkers they had in that fenced in area, there was one walker that they showed, that was sliding up and down the rail that was thru it's back and it almost seemed like the thing was trying to process what was going on, but, they never went anywhere with it?
