My interpretation of Duffy's statement is that - if statehood wins the status referendum - Puerto Rico would be declared a domestic jurisdiction, while the other territories would remain foreign jurisdictions but get an exemption from the 20% import tax levied on all foreign jurisdictions. This would effectively make Puerto Rico an incorporated territory ... and making statehood inevitable
