I really don't think those dates are up to date. Michigan has the same non sense on their website. The dates are always changing with all the bills and are not updated regularly. If anything I would call them to see if you qualify or not.

Its right there on their website.

That sucks if true, I would not go by the website though, They are not updated in Michigan and haven't been since 2009.
