Drop in NYS Unemployment Rate Shortens Weeks of Unemployment Benefits

It appears that they are cutting NY unemployment from 99 weeks to 93 weeks and doing without Tier IV.

I'm collecting NJ EB right now and I live in NYS. I've already collected Tier IV way back then. I won't be screwed out of these six weeks out of my EB when the bill passes will I or is this just for new claimaints? Thanks
