How do people even get more than 52 weeks of UI?

I live in missouri and have been on unemployment since 09/05/08.I had a period from march,09 until july,09 that i did not collect benefits.I was currently on tier 2 when my benefits were cut off.I am wondering if i am still eligible for extended benefits if the senate passes the bill.I had collected 60 weeks when the extension ended for me in june of this year.any answers would be greatly appreciated,Thank you!

Here is my situation: In 2009 I was fired from my job in March. After a long appeals process, my UI was ultimately denied by TWC. I was hired at a new job in November 2009 and then laid off from that job in April 2010. I received notification that based on my 2009 income, I was only eligible for $4,5xx in UI. That is due to run out soon. I was employed full time in 2008 and previous years but they used 2009 as my base year. Will I qualify for EUC or EB or is this the end of the road for me?
