You file in the state to which your wages have been reported. In this case, it is PA.

Request a combined-wage claim with any NJ wages which might appear in the base period.

PA uses only one base period and requires two quarters of earnings. The earnings outside your high quarter must be 49.5% of your total earnings in the base period.

Base period if you file before October 4th will be earnings April 2014-Mar 2015 -which means PA earnings Nov 2014-March 2015. Hopefully you have at least 49.5% of your Jan-Mar. 2015 earnings (which I assume is your high quarter) in the period April 2014-Dec. 2014.

Otherwise, if PA cannot qualify you now, wait until October 4th to file. At that time PA can then use earnings July 2014-June 2015 which will capture two quarters of PA earnings and - hopefully - the 49.5% benchmark won't be a problem.

It doesn't appear from your post you would have any NJ earnings in the base period, so, unless I am wrong in that assumption, it is unlikely NJ will find a basis for a claim if PA denies.
