It happens, but it's rare. The government generally has bigger fish to fry. Assuming you're not a troll (which is a pretty big assumption), unless your friend is in imminent danger of getting caught, he can probably fleece the feds/state for years to come. Transfer payment-related fraud isn't all that common, but it definitely exists, and it's not difficult to pull off.
If your friend was overpaid, s/he is best off reporting it. If the state catching her/him, they will make then pay it back with interest, and will garnish wages if need be.
There is a good chance the UC office will write up an overpayment and take action to collect if your friend is caught. And if the overpayment is for wages received in Pennsylvania, there is a real good chance of getting caught. Employers are required to file reports and pay unemployment taxes and the Dept. of Labor and Industry records it- the same folks that write the unemployment checks.
Unless its for at least several months of benefits, they probably won't prosecute.
It might be prudent for your friend to preemptively call the unemployment office, offer an explanation how you got confused on the call in procedure and weren't sure how to report or your kids called and give them a check in full and they'd likely call it a day.
Yes, people do get prosecuted from time to time on unemployment fraud, and even when they aren't they can be removed from the program for a long time for it if they are unemployed again.
