No. 4/16 is a Saturday, the end your dq period. Therefore, you are not eligible for benefits for this week. The first week you are eligible for benefits will be week 4/17 - 4/23.

Provided your claim has been reopened and you submit a claim on Sunday 4/24 for week ending 4/23, NJ will deposit monies into your account on Tuesday, 4/26.

No, don't trust the online system, and no, there isn't a better number to call. Keep trying to get through to an agent or visit a one-stop office next week. At this time, you are actually attempting to reopen one week prior to the beginning of an eligible week. NJ may want you to call again next week when you are, in fact, eligible.

Do you receive the backed weeks you claimed when you get the 8 week dq?

Should OP remain unemployed long enough during his benefit year, he will collect those eight weeks eventually, just not retro.
