I thought I was fine and turns out with my temporary employment I am not. For my base period, I am $93 short for the 1.5x earning for the Alternate Base Period

You will not qualify for Regular UI, but you WILL qualify for PUA. NY also has that application process set up and people have begun receiving benefits under it.

Not necessarily everyone. There still has to be a qualifying separation from work. Basically, you can't quit your job and then get benefits, or be deemed ineligible for misconduct.

Do you know the formula they will have to use to figure weekly benefit amount? Or is it minimum weekly rate for NY ( I believe currently $182) plus $600 from Feds?

From NY DOL Labor PUA frequently asked questions

QUESTION: What is the maximum benefit I can receive from PUA?

ANSWER: Your benefit rate is based on your recent wages. In New York, the current maximum weekly benefit rate is $504. The minimum PUA benefit rate is 50% of the average weekly benefit amount in New York. For January 27, 2020 - March 31, 2020, the minimum benefit rate is $172. For April 1, 2020 - June 30, 2020, the minimum benefit rate is $182.

I got that part, it is talking about minimum PUA benefit amount. Since the person does not qualify for regular UI and his weekly benefit amount can not be figured using formula used for regular UI (highest quarter earnings divided by 26), what would be the formula to figure his weekly benefit under PUA? Or will they just pay minimum $182/week + federal add on?

Here's the guidance from the DOL

For individuals without reported wages sufficient to establish a WBA,
the WBA will be calculated according to processes for DUA benefits set out in 20 C.F.R.
625.6.
So, it depends on whether there is self-employment income involved, otherwise, it's the 50% of average WBA.
