Santa Fe, NM has the best downtown I have ever seen. Little adobes everywhere, a big park right in the center, and it's all very walkable. Several small towns along the Oregon coast are very pretty as well, and have nice downtown areas. San Luis Obispo, Ventura and Santa Barbara are others that springs to mind. There are plenty of places I have been that are in need of a makeover including: Gallup NM, Medford OR, Casa Grande AZ, Indio CA, Mansfield OH, Zanesville OH, Washington PA, Toledo OH.
Asheville, NC should definitely be on this list. A unique little city nestled in a valley between some of the highest mountains east of the Mississippi.
Saratoga Springs, NY
Ithaca, NY
Lake George, NY
Lake Placid, NY
Greenport, NY
East Aurora, NY
Kenmore, NY
Cooperstown, NY
Plymouth, MA
Portland, ME
Camden, ME
Bellingham, WA (Fairhaven area, specifically). There are malls on the outskirts like most small cities. It has a nice downtown area with views of the waterfront. Check out pictures on the CD page, I don't have any to post.
2 Smaller town that have VERY nice downtowns are La Crosse Wisconsin and Rapid City South Dakota. Population of both cities around 70,000.
I don't remember Rapid City's downtown being particularly nice. But La Crosse has a GREAT downtown. VERY busy, great architecture, lots of activity. But smells like booze.
Ashland, WI (pop. 8,620) has a REALLY nice downtown. Lots of historic buildings, but also very active. They even have a 1960's looking JC Penny's right in the center.
Bayfield, WI (pop. 611), on the way to Ashland, is a tourist town with a pretty nice-looking downtown.
Moose Lake, MN (pop. 2,239) also has a very nice, not overly touristy downtown, with a movie theater even.
