Houses are built over stilts to prevent them from permafrost. This suggests Arctic Region. Lack of colours means that it is not any Greenland or European region. This looks like Nunavut Territory of Canada.

About name of Town, I will have to guess. Iqaluit ??

Getting warmer (idiomatically speaking, not climatically). It definitely is cold there most of the year. It’s record high temp was only 73oF.
