Although Cedar Rapids has been known for flooding, the city pictured is not Cedar Rapids.

Hint: There is reference to water in the city name, albeit one that might not be immediately picked up.

Yes. Grand Forks, ND. Name comes from city's location at the fork of the Red River and the Red Lake River. Devastated by the flood of 1997.

Your clue definitely helped.

Looking at those pictures, the clean-up bill must have been massive. I hope there were no casualitie.
